Polarr allows you to create localized adjustments using not only brushes, radial and linear gradients, but also with color selectors!

Remember NIK Plugins? And the Control Point technology? It's not exactly that, but it's close… you can easily drag a selector to a specific color and select the rest of the color in the scene based on that. The refining options from there are quite good, including range, isolation and inversion tools. What does that all mean? Well, you'll have to watch to find out ;-)
