It really depends on what you're doing. While a black level clip of 0.00% will show you what's truly black, that likely won't print well. It may not even show well on some screens. 0.10%, which is the default (see below) is near enough to black to be black. 

If I recall, my reference to setting clipping to 0.0 was for auto levels, to show it going to true black? Sounds about right. But honestly in the end it all depends on how it looks. Sometimes it looks better a little light or darker.
