I have been playing with importing some Aperture liberayes into Photos
And everything comes in perfect, even the pictures where I used brushes, so where in the world are the Bruch function located
or is this because Photo and Aperture are using the same camera raw engine
so it reads the aperture adjustment but Photo can not regenerate this because the function is not there yet

That's correct. Photos can see everything done in Aperture; you lose no work in the transfer. This even applies to metadata. But the tools aren't there to adjust it, so all you can do is revert the image to original and start over.
