My macbook is running out of diskspace so I want to move my photos to an external drive. When I setup aperture 3 I remember setting it up as a referenced library. So if I move my library folder and slideshow folder to the external drive will that move everything related to my photos? Are the “versions” settings, etc. moved also? How about projects and albums? What about the masters?

The only thing that lives externally (when working “referenced”) are the Master Files. Everything else is just metadata, except for the Previews which are JPEGs, however all of that lives inside of the Aperture Library.
If you’re running out of space, all you need to move is the folder where all your Masters live. You should find it easy to just move the Masters folder, then reconnect in Aperture (be sure to go to the Photos view, and select all, then load the Locate Referenced Files command and point to one image—the rest should fall right into place.
The “slideshow folder” you referred to isn’t created by Aperture, so I assume that’s a folder you created and have saved exported slideshows to? Aperture has no connection to that, so you can move it wherever you like.
