The answer is yes.

Re-sizing of images either up or down is done when you export the photo. You will tell it what size you want based either on the default presets or by making your own custom preset.

Aperture also has a Mail button that automatically exports a photo into your mail app. You can either have it sized to your specification or use the Mail app to size it.
