No, Apple hasn't opened the API for Extensions (the new plugins) yet for Photos for OS X, so developers can't make anything to connect to it. On iOS there are several apps that work as Extensions, but nothing for OS X yet.
I’ve been hearing rumors lately about something called PhotoKit. What is that, and would that be Photo’s plug-ins? I really, really like being able to call On1 and Topaz tools from directly inside Aperture…

Last message I got from On1 was that as soon as it was possible they would be on it… integration, or direct access from within Photos, just as it was from Aperture… fingers are crossed.
