Is it possible to rearrange the order in which the individual adjustments appear in the Inspector?

No, because those are a representation of the order in which they are applied, or rendered to the file. You can hide adjustments you don’t ever use (click the gear menu and choose “remove from default set”) but you can’t rearrange them. [screenshot]
