What does everybody do when planning a backup strategy? 

Do you have two copies of Vaults? If so do you also have two copies of all Libraries?

If you search the site you will see many discussions about this topic, including whether to even use vaults versus copying your actual library. I have one master drive and three backup copies. One backup copy remains offsite at all times.

I have never restored a vault. Does it restore the original library as well as the version data?

A vault is effectively a Library with a different extension. When you restore a vault, you are effectively restoring a Library to exactly what it looked like at the point in time the vault was last updated .. versions and all.
