Ok, so I create a Project. Adjust Photos, Add Keywords all photos and Export to New Location under new name.
Open New location as its own project and Keywords are sometimes there and sometimes not.
If I re-import for any reason….Keywords are gone.

I’m not quite following the “open new location as it’s own project” step … are you exporting as a a new library?
For re-import (assuming you’re *not* importing a library) are you using any metadata presets that would clear keywords on import?
