Since all my devices are using the iCloud Photo Library, is there any reason to have My Photo Stream switched on? Conversely , is there any efficiency or storage gain worth switching it off?

If all your devices have iCloud Photo Library turned on, then the Photo Stream setting does nothing and it won’t matter whether it’s on or off.
