Every time I open up Aperture it shows that it's processing 26 photos. Now I can't tell if they're all the same photos every time because I miss the first half or so in the Activity Window, but at least 4 are the same every time. Is this normal behavior for Aperture? It doesn't take long, less than 5 minutes, but I do find it odd.

No, not normal. Sounds like some stuck images.
For the four that you can tell are the same every time, try doing something to them (anything) in adjustments just to “tickle” the files. If that does’t make any difference, export that project as a new Library, then delete that project from your master library, and relaunch. If you still see any reprocessing, try to track down which files are doing it and do the same thing. Hopefully you’ll get rid of them all.
Then, open the exported projects and see if they are doing the same thing still on their own. You could try repairing the database on those, or even rebuilding, to see if it clears them up. If you can clear up the problem, reimport these exported Libraries back to your master Library.
If you just can’t get rid of the issue, consider reimporting the images and lift/stamping any adjustments or metadata from the original to the new files.
