Within Aperture I am trying to resize a picture to 2” high x 10” wide so I can email it to my local news paper. I can size it in the print menu, how can I resize it so I can email it? Thanks!
Print won’t do what you want. You’ll need to export the image, then email the resulting file. To export at 2”x10” you’ll have to define a custom Image Export Preset since that’s an oddball ratio. And this assumes the image has already been cropped to the desired 1:5 ratio.

The short version… -For cropping, define a “custom” crop using the aspect ratio drop-down in the crop dialog. -The preset is a bit more complicated, but you can duplicate one of the existing presets and use it as a guide. The manual has lots more info.
