I currently have my entire aperture library on a 1TB external drive and it's about 40gigs from filling up. I would like to be able to start storing additional files on a 2nd external drive. How do I set aperture up to access both libraries?

Aperture can access multiple libraries for sure but unfortunately only one at a time. If you need access to all your photos simultaneously you’ll need to maintain one library.
What you could do is use a “referenced” library whereby the master images are not inside the library file. The master images can be stored on any connected hard drive. So you could keep the library on one drive and the masters on a 2nd drive. This would spread the load across multiple drives.
Don’t forget to backup both drives. And remember that if you are using Aperture’s Vaults to do backups, referenced masters are not included in Vault backups. You’ll need to back those up separately.
