I still get bugged by the idea that even if my Preview Size is 1024 and my email preference is 640 I still need to have the originals online to make a small email. Aperture, if the original is off line use the “preview” since I've saved it in the library anyway. A workaround is done by dragging the icon of the image to the desktop and then use Mail app to send

I can see your point of view, however from Apple’s perspective it’s all about making the highest image quality possible. If Aperture renders out a 640 JPG from a 1024 JPG (saved at what quality, by the way), the image will NOT look as good as if it were rendered from the original.
You’ve found the workaround; you can send the Preview file itself. But you don’t have to drag it to the desktop and then to Mail. Just drag from Aperture into the Mail icon in the dock, and a new message will be created with that photo attached. Then you can use Mail’s scale service to shrink it further if you like.
